đźš§ Albemarle Sets Roadwork Priorities for the Year Ahead
Public Works Director outlines 3-part street resurfacing plan
Albemarle Public Works Director Ross Holshouser presented a detailed street repair and resurfacing plan to City Council, outlining which roads city staff believe should be prioritized in the upcoming fiscal year.
City Manager Todd Clark opened the discussion by explaining that the Council has expressed interest in a larger “full depth reclamation” (FDR) project—completely rebuilding some of the city’s most deteriorated roads.
“Council’s directive has traditionally been for staff to resurface as many streets as possible with the available budget,” said Clark. “But this year, we’re looking at something more substantial in scope.”
📍 Section 1: Full Depth Reclamation
Holshouser’s top recommendation is Snuggs Park Road, which he noted receives the most recurring complaints for potholes and poor conditions.
- It serves as a key route into a large subdivision despite having few residences or businesses on the road itself.
- Staff noted it would be the least disruptive of the major projects to manage during construction.
- Other roads identified for FDR—PeeDee Avenue and Montgomery Avenue—would require more engineering due to water and sewer infrastructure underneath.
“These are the most politically sensitive streets. They’re highly traveled, and we hear from residents all the time about how rough they are,” said Holshouser.
📍 Section 2: Contractor Projects
A second group of streets would be included in a contractor-led resurfacing bid:
- Anderson Road (heavy traffic near new roundabout)
- Moss Springs Road (continuation from last year’s work)
- Adams Drive
- Efird Street (stretching from Hwy 73 to Hwy 52)
📍 Section 3: City Crews, In-House Work
If funding allows, city staff would also tackle:
- Lakeview Road
- Heath Street
- Cannon Avenue
- Chestnut Avenue
- Ellenwood Drive
- Richardson Street
But Holshouser emphasized that bids would need to come in within the remaining budget of around $212,000 before proceeding with in-house crews.
“We want engineering designs done first so we know what’s realistic before our teams start,” he told Council.

“Folks need to hear this—it’s under four miles of road for $1.3 million,” said one council member.
Holshouser added, “Last year, we completed 4.4 miles. This year, it’ll be around 3.8.”
